California and Thailand have both trumpeted the 2010 success of their location incentives, although the numbers were somewhat different.
California, home of Hollywood and (then) governed by someone who knew at least a bit about filmmaking, famously had to introduce incentives to encourage shooting in the state in 2009 and – in relation to commercials – introduced legislation to bar certain shoots from leaving the state.
