Government enrages industry with strange new streaming deal

Netflix gets tax breaks? Industry furious but the change is useless and the real rage is about total government inertia.

The Federal government has finally actually enacted something about the mess in media policy, caused ultimately by free enterprise hostility to government subsidy, and the ferment caused by the rise and rise of streaming. 

It has decided to allow streaming services, aka Netflix, to access the Location and Post Production offsets. This is done by tweaking the regulations so deep in the legal labyrinth that hardly anyone knows where they are.
